The flow control problem in multi-bottleneck networks is considered. An optimization problem is formulated in order to design decentralized controllers which are robust to time-varying uncertain multiple time-delays. It is shown that this optimization problem can be decomposed into a number of subproblems, where each subproblem can be solved as in the single-bottleneck case, which had been considered previously.
