From primitive societies to today’s global societies, the phenomenon of management has been a subject that is constantly examined. What is management and how should it be? Could it be a universal form of management? What qualities should a good manager have? On top of all these discussions, the questions of whether the administrations of different institutions are different or similar. Is there a difference between private administration and public administration? Or should the claim that management is only management and therefore all forms of government, whether private or public, have similar characteristics? To put forward a definition of what public administration is, we must first define what the public is. We need to understand what the services or goods produced by the public are and to whom they are offered. Then, it is necessary to understand how these services are financed; how the services will be charged; by whom these services are carried out, and under which rules the management is carried out. Therefore, to define public administration, it is necessary to reveal what its basic concepts are. Then we can describe what public administration means as a political, legal, executive, professional, and academic field. Finally, the comparison of public administration to private administration will reveal its generic management features.
