Özet

In order to identify the position of sports federations in the administrative organization, it is obviously required to posit the legal nature of their legal entity. The Law no. 3289 related to sports federations does not clearly define the legal nature of their legal entity. That is why there is need to identify whether sport federations have legal entity or public entity. This study seeks to shed light on this issue, making use of the relevant approaches in the doctrine, and also identifies the position of sports federations in the administrative organization. Sports federations are public institutions that are involved in decentralized administrations for service. The recent amendments on the Law no. 3289 qualify sports federations as "independent" institutions. The study also briefly evaluates whether they deserve this qualification in terms of administrative and financial structure as well as of activities.
