Prof. Dr. Muhammet Recep OKUR serves as a Professor in the Department of Computer and Instructional Technologies Education at the Faculty of Education, Anadolu University. He completed his undergraduate education in Computer and Instructional Technologies Education in 2002, his master's degree in Information Programs in 2006, and his Ph.D. in Distance Education in 2012 at Anadolu University.
Dr. Okur has extensive academic and administrative experience, particularly within a mega-university ecosystem. He served as a Lecturer, Assistant Professor, and Associate Professor at the Open Education Faculty between 2002 and 2023, making significant contributions to one of the world's largest distance education systems. In terms of administrative leadership, he has held high-level positions such as Vice Rector of Anadolu University (2024), Director of the Computer Research and Application Center (BAUM) (2020–2024), and Vice Dean of the Open Education Faculty (2015–2018, 2020–2021).
His primary research interests focus on Educational Technology, Digital Transformation, Digital Competencies, Open and Distance Learning, Artificial Intelligence in Education, and Software Management. Dr. Okur has a strong background in international and national projects. Notably, he served as a researcher in the Horizon 2020 project "TeSLA: An Adaptive Trust-based e-assessment System for Learning". Additionally, he has conducted TUBITAK projects examining distance education policies during the pandemic and developing digital learning environments. He currently teaches graduate courses on artificial intelligence applications in education and current trends in distance education.
